HSE Manager

Short description of the activities:

AGSCO is a fully operational service company which is responsible for carrying out the maintenance and technical services for Trans Adriatic Pipeline AG (TAP). Health, Safety and Environmental protection, Etic behaviours, Transparency, Personal Growth of our team and Collaboration are our main values. We focus on continuous improvement by setting objectives and targets, ensuring proper allocation of technical, human and materials resources and adopting management systems with reference to international standards.

In order to complete our HSE Department team, we are looking for a “HSE Manager”.

The HSE Manager as a representative of the company must have an ethical behaviour that aims at the continuity and development of the company in the medium term, in full compliance with company rules and he /she is responsible for the safety of his /her activities and report directly to COO and to CEO, under his functional guideline.

He/She works in close contact with the O&M Team, the HSE Department and the SCA (Staff and Corporate Affairs) Department and he/she is responsible for the safe operation of the Maintenance Centers, in accordance with instructions for environmental protection, the Albanian Law and budget’s management. In addition, he/she has the responsibility of coordinating the activities to achieve all the goals of the company.

In particular, he/she will be focus on:

  • Evaluate health and safety practice and procedures for risk assessment and following legal guidelines;
  • Prepare the HSE documents required by law (i.e. but not limited to, HSE risk assessment documents, HSE Plans, coordination plans, emergency plans, etc.);
  • Develop, organize, manage, maintain and administer the Health, Safety and Environment Program;
  • Monitor and evaluate the repercussions of normative evolution on the HSE scope;
  • Relay required safety information to all new hires;
  • Ensure appropriate and sufficient safety equipment is available to all employees;
  • Design and implement the HSE informational activities and meetings;
  • Perform planned and unplanned HSE audits, inspections, visits and surveys on-site and off-site;
  • Monitor, schedule and coordinate the activities delivered by the O&M HSE Advisors;
  • Prepare HSE Reporting, included subcontractors;
  • Create and implement of workplace health and safety plans;
  • Perform incidents investigation and reporting;
  • Support to on site personnel for HSE activities;
  • Ensure disposal of materials and waste management activity;
  • Define the framework for HSE supervision and coordination of contractors;
  • Identify safety training requirements, make recommendations to Safety Committees;
  • Perform HSE training and upload the training certificates in AGORA system;
  • Identify and implement of new techniques, procedures, organization of work for improving HSE;
  • Positive contributes to create a safe and secure environment.

He/She guarantee:

  • Cover his/her role in line with the provisions identified in the AGSco-HSEORG-001 – AGSco HSE Organization and responsibilities.
  • Cover the role of Responsible Person for Occupational Health and Safety according to Albanian law 10237/2020, related laws and DCMs and Company HSE Organization (ref. Appointment letter by the Representative of the Employer)
  • Acting in full compliance with general O&M procedures, special procedures, work instructions, policies, procedures and regulations of Health, Safety and Environment / Client and Albanian Law.
  • Performs any other task assigned by the direct Manager.

Requirements for the profile of the candidate

  • Degree: the candidate should have completed the studies and possess the degree in engineering fields. Environmental Engineering will be preferential degrees.
  • Precedent experience: The candidate should demonstrate:
    • experience in HSE for more than 3 years and specific Health, Safety and Environmental Qualifications. Candidates with experience in Oil&Gas are preferable;
    • experience in Training Execution/Management;
    • experience in Contract Management and/or Procurement;
  • Certifications: The candidate should have:
    • valid B Driving Licence and able to drive 4×4 vehicle;
    • Specialized HSE Certification (NEBOSH, IOSH or other relevant qualifications);
    • “Train the Trainer” certificate will be considered a plus;
  • Soft Skills required
    • Good moderation and ability to manage anxiety, stress, etc (Low Neuroticism);
    • High Extroversion (friendliness, gregariousness, assertiveness, high energy, positive mood, etc.);
    • High Openness to experience;
    • High Agreeableness (trust, morality, altruism, cooperation, sympathy, etc);
    • High Conscientiousness;
    • Good communication;
    • Systemic approach by processes to the management of work activities;
    • Critical thinking and problem solving.
  • mandatory requirements:
    • Proficiency in English and Italian;
    • Good knowledge of Management Systems (ISO 9001, ISO 14001, ISO 45001, ISO 21001);
    • Available to work remotely and travel inside Albania for up to 30% of working time (on site visit and activities).
